Hanni Rosenbaum
Executive Director
German and French national
Hanni Rosenbaum is the Executive Director of Business at OECD (BIAC). In this role, she leads our business diplomacy efforts with the OECD and its members, guides the strategy and policy engagement of our Paris-based office, and ensures we adequately reflect the views of our national member organizations in our communications with the OECD and stakeholders. She works together with our Executive Board to drive our mission forward and oversees our budget.
She previously worked at the Nürburgring/Circuits International in Germany, the European Parliament in Brussels, and Brussels-based global recycling industry association, BIR. She holds advanced degrees in French and English, in applied economic sciences from the Hautes Etudes Commerciales in Brussels and in international relations from the Centre for Diplomatic and Strategic Studies in Paris
She joined Business at OECD in 1997 and held positions of increasing responsibility. She is fully fluent in English, French and German, and speaks Russian. She also has a black belt in karate and is involved in community projects teaching French for foreigners.

Nicole Primmer
Senior Policy Director

United States national
Nicole Primmer oversees taxation and fiscal affairs, digital economy policy, education, and G7. She is also responsible for Business at OECD’s engagement to the Annual Consultation with OECD Ambassadors, the OECD Ministerial Council Meeting (MCM), and the engagement with the G7.
Prior to joining Business at OECD in 2000, Nicole worked for the United States Council for International Business (USCIB), for NEC Corporation, and at the Columbia Business School Centre on Japanese Economy and Business under the direction of Professor Hugh Patrick. Nicole holds a Master’s Degree in International Affairs from Columbia University, and a B.A. in French and Political Science from Duquesne University. She also completed graduate studies at Sciences Po in Paris, and is a former Rotary Ambassadorial Scholar at Sofia University in Tokyo. Nicole is fluent in English and French, and has basic fluency in Japanese. She is also an accomplished lyric soprano.

Dominik Kümmerle
Policy Director
German national
Dominik Kümmerle oversees Business at OECD’s policy activities related to trade, environment & energy, chemicals, innovation & technology as well as agriculture and consumer policy. He previously worked in the corporate audit department of the BMW Group, in the East-Asia department of the Federal Foreign Ministry of Germany, and in the marketing department of Clariant Chemicals in Shanghai.
He holds a Master’s Degree from the London School of Economics in the Political Economy of Europe (distinction), and a B.A. in International Business from Munich Business School. Dominik is fully fluent in English and German, with good knowledge of French and basic Chinese.

Jacobo Ramos Folch
Policy Manager
Spanish national
Jacobo Ramos Folch supports policy activities in the areas of economic policy, finance, competition, export credits, anti-illicit trade, private pensions, and governance and regulatory policy.
Prior to joining Business at OECD (BIAC), he worked for two years in the Government & Public Affairs division of BBVA Financial Group. Jacobo also worked for the United States Congress and as an intern at the German Parliament (Bundestag).
He graduated with a Master’s Degree in International Affairs (Global Business and Finance Concentration) from Georgetown University. He received a scholarship from Spain’s ‘La Caixa’ foundation to pursue his graduate studies. Jacobo also holds a Bachelor’s Degree in European Politics from King’s College London; he spent his third year at the Humboldt University in Berlin.
Jacobo is fully fluent in Spanish, German, and English and has intermediate proficiency in French.

Rokas Morkūnas
Policy Manager
Rokas Morkūnas oversees our policy activities in the areas of Food and Agriculture, SMEs and Entrepreneurship, Innovation and Technology, and Tourism. He also leads our global campaign for youth, supports outreach activities to our Associated Expert Groups network, and serves as our campaigns coordinator.
Prior to joining Business at OECD, Rokas gained professional experience working with the United Nations in New York and in public policy consultancy in Vilnius. Rokas holds a Master’s Degree in International Security, focusing on Diplomacy and a Bachelor‘s Degree in Political Science from Sciences Po Paris. He is a Lithuanian national, fully fluent in English with good knowledge of French and basic Russian.
He joined Business at OECD in 2019.

Cormac Golden
Tax Policy Consultant
Irish national
Cormac Golden supports policy activities in the area of taxation. He joined Business at OECD (BIAC) in September 2022, on secondment from KPMG in Ireland. Prior to joining the team at BIAC, Cormac worked in KPMG in Ireland for eight years, specialising in financial services taxation. During this time, he has also worked as part of KPMG’s EU Tax Centre, a tax policy and technical research team examining European initiatives in the field of direct corporate taxation.
Cormac graduated with a Master’s Degree in Accounting from the UCD Michael Smurfit Graduate School of Business, which was obtained following the completion of an Undergraduate Degree in Business and Law at University College Dublin. Cormac is an Associate of Chartered Accountants Ireland and an Associate of the Irish Taxation Institute. He has had articles published in IBFD’s Bulletin for International Taxation and European Taxation Journal.

Hiroki Waki
Policy Expert
Hiroki Waki is on secondment from Sompo Japan Insurance Inc., where he has worked for 23 years. He contributes to Business at OECD’s work on Economic Policy and Finance, Corporate Governance, Employment, Labor, and Social Affairs, Insurance and Private Pensions, as well as our work on South East Asia and B20.
Prior to joining Business at OECD, he worked as a Director at PT Sompo Insurance Indonesia, a subsidiary of Sompo Japan, based in Jakarta, where he was in charge of corporate strategy development, business planning, and ERM advancement.
Hiroki holds a Bachelor’s Degree in Commerce and Management from Hitotsubashi University, Tokyo, and is fluent in Japanese, English, and Indonesian.

Jack Bowerman
Communications Coordinator
Jack Bowerman supports our work on communications, outreach, and member relations. He works with Ali Karami Ruiz supporting the special events and outreach carried out as part of our work on health policy. Jack is responsible for our bi-monthly Business at OECD Update, managing the development of our new website, and a wide range of other communications responsibilities including design, project management, and social media. Prior to joining Business at OECD, Jack gained experience working as the marketing manager for the UK market for the Paris based start-up Click&Boat.
He graduated from Birmingham City University in January 2020 with a first class degree (with honors) in BA Digital Marketing. Jack also sat on the committee of the university's rugby society as Media Secretary.
He joined Business at OECD in August 2021.

Minami Kakuda
Policy Expert
Minami Kakuda joined Business at OECD (BIAC) in Decemeber 2022, on secondment from the Dai-ichi Life Insurance Company, Limited. She contributes to the work of our Health Committee, Consumer Policy Committee, Governance and Regulatory Policy Committee, Education Policy Committee, Blockchain Expert Group, and Anti-Illicit Trade Expert Group. She also supports the Executive Director on Board-related matters.
Prior to joining us, she was seconded to the Ministry of Finance of Japan and also worked as a policy researcher at the Dai-ichi Life Research Institute Inc., based in Tokyo, mainly in charge of Health and Education.
Minami holds a Bachelor‘s Degree in education from Waseda University Japan and is fluent in Japanese and English, with basic French.

Maylis Berviller
Digital Policy Advisor
Maylis Berviller joined Business at OECD in September 2021 to support our Committee on Digital Economic Policy (CDEP) as well as cross-cutting issues related to digital.
Prior to joining BIAC, Maylis held internships with the OECD for the Global Forum on Transparency and Exchange of Information for Tax Purposes and Société Générale bank, and as a consultant in European affairs for Altermind.
She holds a Master’s degree in Public Policy from Sciences Po Paris. She is a French national fluent in English with good knowledge of Korean and basic German.

Jasmine Puoti
Senior Executive Assistant
British and Italian national
Jasmine assists the Executive Director and provides administrative support for: the General Assembly, the Executive Board, invoicing, accounting. Moreover, she supports policy directors for the following groups: International Investment, Responsible Business Expert Group, Anti-Corruption, Employment, Labour and Social Affairs, Health.
Jasmine is fluent in English, French and Italian.
She joined Business at OECD in 2015.

Mana Sakamoto
Administrative Assistant and High-Level Events Coordinator
Mana provides administrative and logistic assistance at Business at OECD. She assists policy directors across different groups, delivering administrative support for: Biotechnology, Blockchain, Chemicals, Consumer Policy, Education, Environment & Energy, Food & Agriculture, Nanotechnology, Taxation and Fiscal Policy, Trade, China and Innovation & Technology.
Prior to joining Business at OECD, Mana gained professional experience working as a programme officer at the Tokyo Foundation (think-tank) in Tokyo, and an architecture firm in Paris. She holds a Master’s Degree in Urban Regeneration and City Planning from Ecole d’Urbanisme de Paris, International Political Communication from University of Sheffield and a Bachelor’s Degree in International Relations from University of East Anglia. She is a Japanese national, fully fluent in English and has a basic level of French.
She joined the Business at OECD team in September 2021.

Léa Dagher
Administrative Assistant
Prior to working at Business at OECD, Léa worked at the front desk of different firms and provided administrative support to the International House of the université Paris 1 Panthéon-Sorbonne.
Léa is a French national, fully fluent in English, Italian and Spanish and has some notions of spoken Arabic.
Léa joined Business at OECD in June 2022.

Hanna McKinley
Policy Consultant
Hanna is a policy intern at Business at OECD with a focus on the areas of trade, environment and energy, chemicals, innovation and technology, and food and agriculture. She is a Canadian national working towards a master of international security with global risk and project management concentrations at Sciences Po. Prior, she completed an undergraduate degree in international relations at the University of Toronto, Trinity College.
